I own a home that has an in-law unit in the basement. My sister has been living there for the last 5 months. She paid the rent for the first 2 months and has refused to pay rent the last 3. I've tried to reason with her, but she is being totally unreasonable. Will this eviction notice legally cover me if there are any issues with kicking her out in the future?

I've tried talking to them to ask them to clean up at least the front of the property, but they refuse to budge on this problem. I've even gone as far as calling the city to complain, but the city government is slow to move on this. Other neighbors also have a problem with this state of the property and are willing to join me on any kind of class action suit I organize. Would a law suit rectify this situation?
